GPG `could not load secring` error in `ProtonMail/go-crypto/openpgp` via `getsops/sops` via `plumber-cd/terraform-backend-git`

GPG could not load secring error

e.g. When I was attempting to use [terraform-backend-git][tf-be-git] configured with [sops][sops] and GPG, I got this error on the terraform-backend-git server:

[terraform-backend-git]: Failed to get the data key required to decrypt the SOPS file.
